1) Selection criteria for open project proposals

I. Relevance to national priorities in ECML member states and to the mission of the ECML.

The project … 

01contributes in a practical way to the implementation of quality education and language policies expressed in relevant Council of Europe positions.

02 contributes in a practical way to the implementation of national priorities in language education as outlined in the Call for Submissions

03 offers a clear added value to the ECML’s unique role as a platform for European cooperation and innovation in language education

04 builds on the results of ECML work/takes account of successful ECML outputs

05 does not duplicate work of other European/international institutions and could not be better organised by another institution or agency

06 includes elements of innovation in theory and/or practice


II. Alignment with the rationale for the ECML 2016-19 programme as outlined in the Call for submissions

The project … 

07 contributes significantly to the achievement of quality education, especially through the promotion of inclusive, plurilingual and intercultural learning for the benefit of all learners

08 provides and communicates evidence of the value of learning more than one language/of developing the learner’s linguistic repertoire

09 does not duplicate but rather complements the closed project descriptions presented in the Call

10 proposes practical, user-friendly and adaptable outputs attractive for specific target groups in ECML member states (applicable for development projects only)

11 supports widespread use and adaptation of ECML work, documents evidence of application of ECML work and its added value for users (applicable for project with a focus on mediation only)


III. Quality of project design

The project … 

12 meets key quality indicators such as (e.g. the proposal is complete, proofread, clear, realistic, offers concrete examples, has a clear starting point, inner logic and is based on sound project methodology and theoretical underpinning)

13 The envisaged length of the project is reasonable and justified

14 is represented by a fully qualified team (e.g. expert knowledge and at least one active practitioner in the proposed domain, representation of different ECML member states, competence in two languages)

15 is adapted to the formats of project activities funded by the ECML

16 targets well-defined groups which is reflected in a clear profile of participants for the project’s workshop(s)

17 has an evaluation plan that states relevant performance indicators for monitoring the progress and quality of the work


IV. Communication and sustainability of project processes and results

The project …

18 and its title are presented in a concise way which allows even a non-expert public to understand its aims and its added value to quality education

19 incorporates an efficient and effective communication strategy

20 links up to existing networks which have an impact on national developments

21 foresees participation of an audience beyond the invited participants coming to events in Graz (e.g. web conferences, Skype, blogs, Twitter)

22 offers possibilities for context-specific adaptation and wider-scale application

2) Selection criteria for closed projects

For candidates applying as project coordinators

The application contains a full project description building on the basic project outline provided by the ECML in the list of tender projects. This project description will be compared against the selection criteria of project proposals, i.e.

01Relevance to national priorities in ECML member states and to the mission of the ECML

02Alignment with the rationale for the ECML 2016-19 programme as outlined in the Call for submissions

03Quality of project design

04Communication and sustainability of project processes and results

Additional selection criteria relate to the professional profile of the applicant:

05Relevant and up-to-date expertise and experience in the project domain

06Thorough understanding of current practice and challenges in the project domain

07Leadership and communication skills

08Affiliation to relevant networks

09Direct and active link to target audience

10Experience in international cooperation

11Project management skills and motivation

For candidates applying as team members

In cooperation with the ECML the coordinator selected for a project will look at the following selection criteria:

12Relevant and up-to-date expertise and experience in the project domain

13Thorough understanding of current practice and challenges in the project domain

14Affiliation to relevant networks

15Evidence of involvement in action-based research

16Experience in international cooperation

17Expertise and experience

  • in online communication and in managing a website (applicable for candidates applying as website correspondent)
  • or in working professionally in two languages (translation and proofreading) with at least one of them being an official Council of Europe language (applicable for candidates applying as second language documentalist)
  • or in communication and promotion of expert knowledge to both an expert and a non-expert public (applicable for candidates applying as communications persons)
  • willingness to take part in training offered by ECML where appropriate
