A. Relevance to the mission of the ECML

The project …

01contributes to the promotion and implementation of Council of Europe positions on language education as expressed in relevant Conventions, Recommendations and Resolutions (for details click here).

02takes account of and/or builds on the results of previous and ongoing work of the ECML, of other units of the Council of Europe and/ or of other European/ international institutions (and does not duplicate previous or ongoing work)

03offers a clear added value for the ECML and for the project (i.e. it could not be better organised by another institution or agency)

04demonstrates creativity and innovation

B. Added value for developing and implementing the ECML long-term vision presented in the Call for submissions

The project …

05will promote inclusive, plurilingual and intercultural approaches and raise awareness relating to the ECML long-term vision as presented in the ECML programme scheme

06does not duplicate but rather complement the project descriptions presented in the Call for tender

07envisages to produce practical tools for implementing inclusive, plurilingual and intercultural approaches (applicable for development projects)

08can provide evidence of positive responses to implementation of the ECML long-term vision, for example, through feedback from participants in the project (applicable for mediation projects)

II.II Selection criteria for tenders

A. For candidates applying as project coordinators

The application contains a full project description building on the basic project outline provided by the ECML in the list of tender projects. This project description will be analyzed against the selection criteria of project proposals, i.e.

  1. Relevance to the mission of the ECML
  2. Added value for developing and implementing the ECML long-term vision presented in the Call for submissions
  3. Quality of project design
  4. Sustainability of project processes and results
  5. Potential impact on learning for the benefit of the learner

Additional selection criteria related to the professional qualification of the candidate to coordinate a particular project:

  1. Expertise and experience in the relevant project domain
  2. Affiliation to relevant networks
  3. Experience in international cooperation
  4. Project management skills and motivation

B. For candidates applying as a team member

In cooperation with the ECML the coordinator selected for a project will look at the following selection criteria:

  1. Expertise and experience in the relevant project domain
  2. Affiliation to relevant networks
  3. Experience in international cooperation
  4. Expertise and experience
    1. in managing a website and in the presentation and organisation of online information  (applicable for candidates applying as website correspondent)
    2. or in working professionally in two languages (translation and proofreading) with at least one of them being an official Council of Europe language (applicable for candidates applying as second working language documentalist)
    3. or in a multiplying/dissemination function preferably in the context of communicating and promoting expert knowledge to a non-expert public (applicable for candidates applying as mediation link person)
